“I’ve been amazed at how HKS emphasizes leadership and problem-solving skills,” she says. “Even in classes that aren’t ostensibly about leadership, your professors are always pushing you to ask good questions.” She reels off a list of them: “How do you listen? How do you bring in different voices? How do you break down a problem into parts? How do you lead a team and bring people together?”The child of Somali nomads who spent her formative years in Canada, Osman worked in commercial banking and at the United Nations before returning to Somalia. Working for the country’s central bank and ministry of finance, she relished the chance to help shape Somalia’s fiscal policies.“Debt relief, payment systems, access to financing — all these things are so important,” Osman explains. “They feed the peace agenda in a country because they pave the way for development projects. You must have these building blocks in place if you’re going to create lasting peace.”As a mid-career student and Emirates Leadership Initiative Fellow, Osman has drawn wisdom and strength from her HKS classmates, whose backgrounds and experience span countries and sectors. “Our experiences are surprisingly similar,” she says of her fellow students from developing countries. “I’ve loved being a part of this tight-knit cohort and having access to people who understand me. Our countries may be different, but we’ve gone through some very similar things and we can help each other.”Osman isn’t leaving the sidewalks and lattes behind just yet; she’ll spend next semester in Cambridge, doing additional research on state-building, before returning to Somalia to resume her work with the government. Though she’s grateful for the extra time stateside, she’s also excited to return.“I fell in love with public service in Somalia,” she says. “I definitely needed some perspective, and the chance to gain new tools — but I left knowing I was coming back. After spending nearly five years working in Somalia’s fledging government, the former banker had three things in mind.“I came to the U.S. to find lattes and sidewalks,” Osman says with a laugh. “I’d been working in Mogadishu since 2013, and we would hear explosions outside the compound while we were having meetings about the country’s financial future. We’d order lunch, and you’d hear the bombs dropping. It’s amazing what you come to accept as normal.”While Cambridge certainly has sidewalks and lattes in abundance, the third thing Osman was searching for proved a bit more elusive.“I’m passionate about state-building,” she says. “After spending several years working in a new government, I wanted to know: Is there a process for state-building? A formula? An A to Z? We’ve been doing things that are new in Somalia, but these things are not new in the world. Intelligence work has an ample scope and an urgent need for qualified professionals to develop different activities, including collection, which is considered the simplest form of activity, and as the name indicates, is the act of collecting ostensibly exposed data from open sources (internet, media, explicit reports, etc.). The “search” implies looking for denied data and is performed confidentially. This operation has great relevance due to the large scope of activities that can be performed by many terrorist groups nowadays. Their creativity is endless and the ability to identify and anticipate the nature of an attack makes the difference. For instance, we can name the hijacking of a civilian airplane for various purposes (September 11), bomb explosions (Madrid subway), the use of chemical or biological agents (Tokyo subway), suicide bombings (numerous cases in the Middle East), the use of firearms (the murder of Anwar El Sadat, in Egypt), and others as examples of these. A nation’s first line of defense against transnational terrorism is its intelligence system. It could not be different in Brazil. The Brazilian Intelligence Agency (ABIN), tried to restructure the old Brazilian system led by the National Information Services. It is the responsibility of ABIN to promote the data flow and integration of the system which encompasses the Armed Forces, several police, and public security departments, among other actors (industry organizations). Another success factor, considering globalization, is the exchange with agencies from other countries. Currently, the Brazilian Intelligence System (SISBIN), among several functions, seeks the operational capability to neutralize terrorist threats in Brazil. As part of its efforts to increase their accountability, transparency and effectiveness in the handling of sub-national government resources in Liberia, USAID-LEGIT in close coordination with the Humanitarian OpenStreetMap conducted a three-day capacity building training in Ganta, Nimba County.The capacity building program which commenced on Monday, May 22, brought together participants from the Ministry of Internal Affairs’ Department of Urban Affairs, LIGIS, Ganta City Corporation (GCC), CBOs and CSOs, YMCA and Nimba Community College to participate in the training exercise on Mobile Data Collection Methods and Mapping Techniques.The first day of the training began with an official opening ceremony when J. Wonkiepeh Saye, Field Technician of the Ganta city Corporation, welcomed the participants to the city of Ganta. Senior government adviser, Straven H. Willie, gave an overview of the training and informed participants of subsequent field work which will last for three weeks.Senior civil society adviser Mr. James Darwolo encouraged participants to take advantage of the training and explore the platform provided to them.HOT Country Manager David Luswata drilled participants during the ‘Introduction to Open Data and OpenStreetMap Editing Tools.’ He also spoke about the goals of the project, adding that during the training participants will learn how to use the OpenStreetMap to set out boundaries for the City of Ganta. Participants were also trained in tracing satellite imagery and adding data to OSM, how to download data from OSM and use it to add detail to the mapped features from field data, and how to upload this data back to OSM. Along with this growth come new questions about vendor’s licenses and the collection of sales taxes.Many market vendors may know that traditional market items like fresh fruits and vegetables do not require a vendor’s license or the collection of sales tax. But what about beverages, cottage foods, plants and flowers, ready to eat foods, soaps, crafts, and similar items that contribute to the success of today’s farmers markets? Fortunately, learning about Ohio’s vendor’s license and sales tax requirements doesn’t have to be a taxing experience.In our fresh off the press law bulletin, titled “Vendor’s Licenses and Sales Taxes at Ohio Farmers Markets,” we dive into a number of questions that farmers market vendors frequently ask us.
